That said, if you're got the time, are not averse to buying or using off-season fashions, or are willing to scour the racks and shelves for a good deal, TJ Maxx will rarely disappoint.

They can buy surplus when a vendor has over-produced, or buy returns when a major department store has backed out of an order. Maxx and Marshalls buy their merchandise for keeps so they can get goods at a much better price.
